	Radhey was born in India and obtained his initial post high school education there. He completed his Bachelor of Science at the University of Rajputana in 1956 and his Bachelor of Technology (Hons.) at the Indian Institute of Technology at Kharagpur in 1960. 	After teaching at several institutions in India, he went to Leeds in England where he completed his Ph.D. in 1969 winning the F. W. Carter Prize for the best Ph.D. thesis in Electrical Engineering.
